First Chapter First Article: Member Ship Situation at Party Each person who completed 18 years and possessing citizen Ship of Afghanistan has studied statute and constitution of Hezbe Nokhbagan Mardome Afghanistan and conclusively strive for its application can obtain membership of the party. Holding citizenship of Afghanistan and be free of national treason. Volunteer should prepare his application in writing and should be introduced and guaranteed competent a person authorized by high council. Obtainment of membership is made individually while acceptance of collectively is of the competence of central council that would be conducted after necessary consultation. Observance of Islamic Sharaee (lawful) mandates is the man bases of membership in personal and party life. Leaving the party is optional, but should inform the responsible source. Application of the objectives of Hezbe Nokhbagan Mardome Afghanistan including lawful obligations of the member. The volunteer should act to obtain assent of God, and tranquility and prosperity of the people of Afghanistan. Party member would suffer expulsion in case of contradiction with mentioned provisions of the party.
Second article: Obligation of Party member - Member of the party is obliged to study the statute and constitution of the party as basic documents of this party.
Each member of the party is required to defend the authority and prestige of the party.
Each member of the party is obliged to strictly participate in emergency meetings of the party.
In case of absence form three consecutive sessions of the party, without having any lawful excuse, the council has the right to decide his expulsion form the party.
Payment of membership fees is one of the aspects strengthen financial base of the party. So its payment is obligatory.

Third article: Right of Party Members. 1) | Each members of this party, who at least has two-membership seniority, deserves the right to vote. | 2) | Each member of the party having had five years seniority, besides the right of election, has the right o candidature in election of the party too. | 3) | This party has a chairman and two assistants that in case of absence of the chairman, these tow assistants would perform affairs related to the party and supervise its functions. | 4) | Party members can express is views on the basis of voting. | 5) | In case of problems appearance, party members can write his complaints to the presidency of the party. | 6) | This party in the frame social guaranty and equality knows its obligation that to the extent possible should take part in solving its members social problems. |
Nokhbagan PartyOrganizational Structure.Fourth Article:Organizational structure of the Party based on the following. 1) Elections in all party affairs for a specific term of five years. 2) Obedience of minority to majority of the members. Fifth Article:Organizational Structure of The Party is as follows: 1) General Council-composed of majority of members. 2) High council-this council consisted of the wisest Nokhbagan of the Party for making decision on urgent issues. 3) Local councils in the level of provision, country and district. 4) Financial and administrative committee. 5) Cultural committee. 6) Formalities/honor committee. 7) Invitation and arrangement committee. 8) Social services committee. 9) Youth committee. 10) Women affairs committee. 11) Struggle against narcotics committee. 12) Legal committee. 13) Supervision and checking committee. Sixth article:General Council: This council consisted of majority members of the party and has competence of making final decision on hot cases of the day, internal programs of the party. This council will be held one a year and would be held exceptional on necessary cases. Seventh Article: 1) Hearing and checking important reports of the members of the High Council of the Party. 2) Change and amendment in Statute of the Party. 3) Adoption of healthy program of strengthen cultured and social affairs. 4) Making decision on expansion or dissolution of the party. Eight Article:High council of the Party after arrangement of final session is the authorized position making decision that consisted of elected members of the Nokhbagan Party, Provincial, country and local council of the party. 1) Receiving information of reports, meeting of Party. 2) Checking and enforcement of provisions as well as necessities of committee. 3) Assignment and election of executive members of the party to committee after the decision o competent authority of the Party. 4) Expulsion of those individuals who are opposed to the principles and laws of Party. 5) Proposal for holding General Sessions of the Party. Ninth Article: Sessions of high Council of the Party in normal condition would be held once every month, but when needed would be held as extraordinary when two-third of the members of High Council of the party are present. Tenth Article: All executive comities are under control of the Chairman of Party and lead all party’s affairs by responsible executive committee and provincial, country and local councils; and deserving the following competitions in these committees. 1) | Forwarding and organizing Party Affairs. | 2) | Control and checking of important affairs. | 3) | Creation of financial resources such as-poultry farms, arranging sports competitions, selling of journals and magazines of the Party. | 4) | Establishment of agencies inside the country. | 5) | Demand for holding High Council in conformity with the need of time. | 6) | Organizing seminars, conference, offering social and cultural services. | 7) | Planning visits and interviews. | 8) | Arrangement of healthy competitions among young generation of the country. | 9) | Organizing peaceful strikes and demonstration for the defense of Party and people rights. |
Eleventh Article: Party’s executive committee sessions will be held once in tow weeks, when needed. Twelfth Article: Deputies of the arty consist of two assistants who are responsible to control and check important affairs to executive committee and are formally responsible to the chairmanship. Thirteenth Article: Nokhbagan Party’s executive committee as mentioned before, are obliged to strive fro expansion of social, cultural, economical, political and other affairs of the people; and make efforts to improve benefits of party and safeguard social relations. Fourteenth Article: Councils of Nokhbagan party would be formed on the basis of standard of the country in the level province, country and districts.
Chapter Three.Financial Resources of Nokhbagan Party 1) | Financial resources of the Party are membership fees, voluntary aid of wealthy members of the party, printing and selling of publication of cultural, technical and sports programs. | 2) | Party members are obliged to pay relief aid, but payment would depend on financial possibilities of the member. | 3) | Members who don’t have specific and constant income or have no job, should pay at least 50 Afghanistan membership fees per month. | 4) | Party accepts aids of internal relief organization without reservations and conditions. | 5) | Establishment and coordination of attraction centers and financial contribution of people in the rights of the party. | 6) | Party has the right to have active share in productive, cultural and economical institutions with its capital. Establish printing office; and form a compilation and translation institutions and news foundations such as news Agency, new paper and even make (repair) radio and TV, when possible. | 7) | Handicraft productions with paying for labor is the right of the party, such as productions of carpet weaving, carpentry, metal work, tailoring, etc. |
Chapter FourGeneral Provision: Religious principle of Party, name of party, identification of member would be made through identity card of the party. Sixteenth Article: 1) | Identify card would be provided for each member of the party. |
Seventeenth Article: 1) | Establishment date of Nokhbagan party 1-3-2004. |
Nineteenth Article: 1) | This party considers Islam sacred religion its basic and principle issues. |
Chapter FiveTwentieth Article: Ø Flag of the party. Ø Flag of this party has three colors. Ø First part: Green Color Which is the Symbol of Independence. Ø Second Part: Cheerfulness, Juiciness, which resembles construction and struggle. Ø Third Party: Blue color which is the sign of success, honor and coordination of this honor and success. In the middle is the symbol of each organization. Chapter SixTwenty-First Article:Party monogram (Symbol): Symbol of the party, which is resemblance of the symbolic sign of the party, consisted of the following, unites: A: Word of Taeba (La-Elaha Elalah-Mohammad-ur-Rasoolulah). Because as the base of our culture and Civilization. Ring of Wheat cluster (signify agricultural concept of the country and overall propagation and provision of first-aid necessities of the people. Book and pen (that both propagation of science, introduction of science, technology and progress of the country and society). Sun rising (denoting deliverance from darkness of slavery, ignorance and poverty of thought, culture and physical). Name of the party included in monogram in Dari and English Languages. Basely, the objective of organizing a party is a step towards metal, political, social and economical rebuilding of a country. As more the individuals of a society think higher and deeper, the more they rush toward social and political formations. With regard to the status of the country and demands of the nations, on the basis of the requirements of Afghanistan society, on the new stage of thoughts and strategy. We decided to organize a party in the name of (Hezbe Nokhbagan Mardome Afghanistan) It is clear that the history of forty years backing which the decade of democracy is also included is as an open book with doleful chapters and means, available for learned people. Shortages of thoughts and ideology caused the influence of strange ideology into skeleton and anatomy of our policy and society. Lack of political, social and scientific formation and coordination resulted in that our nation and country be damageable, become the yard for strangers invasion, be under indecent intervention of foreigners; and finally witness situation and conditions that we now observe in new the political stage. One: Our country interred in new political and social stage; this situation itself wants that formation of the mass of people be established and with clear objectives of religion and of the country, strive for rehabilitation of home-land, formation of people, to maintain national unity, awakening of through, progress of technology. Two: After destructive efforts of lefties, extravagance of rightees, lack of healthy thought of leadership, interior and exterior destruction and usurpation end equal intervention in the country. And in order not to be deceived by this and that; and our people to achieve political intelligence; have scientific, ideological and historical judgment, should offer qualified and capable personalities to society. Three: And in order to have active role in this new political sphere of the country and render voluble service to our nation and the country. Four: So, with the help of almighty God and continued sessions with learned personalities of the country, attempted to form the party named (Hezbe Nokhbagan Mardome Afghanistan). This party was established in the presence of Wisest Segments of the country, in conformity with laws of sacred religion of Islam, as well as acceptable culture of the society of Afghanistan and beautiful standards of the world on 1-3-2004. And in the light of this higher value that without any doubt will result in the consent of God, will continue its duties. We hope that in the light of the law of political parties of Islamic Republic of Afghanistan, attention of elected government, support of heroic nation, succeed our lawful objective ad fulfill our obligation accordingly. Duties of cardinal members of Hezbe Nokhbagan Mardome Afghanistan:
| 1) | Proper scientific and mental activities to accomplished national desires of the country. | | 2) | Coordination of the nation to defend land integrity of the country and taking part in determining political, economical fate of mother land, according to the need of time. | | 3) | Establishment of publishing centers and organs for explanation of objective and programs of Hezbe Nokhbagan, and also publication of realities through means of propagation of hot cases of the country. | | 4) | Defending the rights of people according to regulations of sacred religion of Islam and our country; civil law. | | 5) | Protection of the achievement of Jihad and national resistance of our people. | | 6) | Creation of possibilities for national mutual understanding and effort for eradication of racial, tribal and sectoral issues. | | 7) | obilized the nation to protect Afghani sacred society from extravagance and dissipation. | | 8) | Coordination of nation to take active par tin rehabilitation and rebuilding of the country; and establishment of public relief centers like library, clinic, gratuitous health examination, formation of cultural and literacy centers, tailoring and carpet weaving programs for widows. | | 9) | Establishment of districts councils, to actively participate in election of the office of people’s affairs. | | 10) | Formation of charity institution to urgently cooperate and support distant regions of the country when required. |
Objectives Hezbe NokhbaganMardome Afghanistan On the ground of Education:
| 1) | Promotion of education and cultural level in consultation with wisest personalities and experts of the country this party, as one of its program, has planned to contribute in development of education and training as well as culture in the country; and besides its own active participation in this regard, would encouraged the Wisest, learned individuals, governmental institutions to render assistance. Education and training as well as higher education should be free in the country; and be protected against the theft practice and trade. Attraction of cooperation of friendly and neighboring countries including advanced and progressive world in conduction of education and training projects with one education quorum should employ in this directions. | | 2) | Establishment of cultural, technical centers for young generation of the country … and attraction of cooperation’s of vast sectors of the nation in this respect. | | 3) | Utilization of experience and possibilities of important scientific cadres in order to promote the level of knowledge and insight of our countrymen. |

| 1) | Protection and preservation of Islamic and Afghani identity. | | 2) | Supervision and control of political situation and opposing and struggle against non-Islamic and anti national programs. | | 3) | Efforts for the safeguard of independence o our beloved country Afghanistan | | 4) | Shaking hands of friendship with neighbors and world nations with observance at international rights. | | 5) | Effort and struggle towards national unity, strengthening single and united Afghanistan as well as empowering and strengthening central government. The party planning to arrange all press, mass media and cultural aspects with proper system application in order to empower learned segment of the society and cooperation with government, roots of national unity and other factors suitable for such goal; that through this way achieve this objective with the help of wisest personalities o the country. | | 6) | Effort and struggle for coordination o national learned men of the country. |

| 1) | Struggle against narcotics and drugs and explaining its noxiousness from views of sacred religion of Islam, as continuous and firmly. | | 2) | Struggle against tribal, racial, group, party and sector fanaticisms; and brightening of mental and cultural thoughts. | | 3) | Cooperation and assistance with remainders of martyrs; and seeking healthy jobs for disables and indigents; and establishment of public utility institutions for them. | | 4) | Mobilizing ground to transfer jobs to eligible ones; and give useful advice to government in this regard. | | 5) | Holding national seminars for discussion and decision regarding important national issues. | | 6) | Paying strict attention to the status of women, children and disables in distant areas of the country. | | |
